The World Flag represents ALL countries of the world as well as many territories and provinces. The idea is to represent all people of the world. Tibet is included as it represents a relatively large population of people with a distinct culture and history. To learn more go to www.theworldflag.org

The World Flag was created to raise awareness and funding for non-profits working in the areas of Education, World Health, Human Rights and the Environment. It serves as a unifying symbol to inspire positive global change while continuing to embrace and celebrate cultural diversity. We believe that educating children about the common challenges facing the world today, and inspiring them to face those challenges as a global community, is the key to a better future. Our vision is to see all children of the planet growing up with The World Flag flying next to their own country flag.

Well it's kind of stupid to assume that this is supposed to only be a set of country flags! If you go to the world flag site, you'll see that they describe Tibet's territorial status accurately.
